I am getting the same issue as described in the following:-

I have left a comment on that issue but I am opening this as a new issue here as the above issue is closed and I am not sure if you will look at the details I have provided in the "comments" section.
I am getting the following issue in my laptop. I am trying to run the PAL tool to analyze some performance issues on my laptop and when I run the tool I get the same error

As you have suggested I have checked and the tool is in ENglish.
I am using Windows 8.1 64 Bit OS.
As you have suggested " Please ensure that the counter log is recorded in English. " I have few questions:-
1. Where do I find the counter log file(location).
2. How do I verify that it is in English.
Please reopen this issue and help me. I can provide you with all the required log files just let me know what you need.

I am using the default counter log file located at C:\Program Files\PAL\PAL\SamplePerfmonLog.blg . Am I using the correct file? That file is accessible and not corrupt.
