I have left a comment on that issue but I am opening this as a new issue here as the above issue is closed and I am not sure if you will look at the details I have provided in the "comments" section.
I am getting the following issue in my laptop. I am trying to run the PAL tool to analyze some performance issues on my laptop and when I run the tool I get the same error

As you have suggested I have checked and the tool is in ENglish.
I am using Windows 8.1 64 Bit OS.
As you have suggested " Please ensure that the counter log is recorded in English. " I have few questions:-
1. Where do I find the counter log file(location).
2. How do I verify that it is in English.
Please reopen this issue and help me. I can provide you with all the required log files just let me know what you need.

This is most likely a problem with Relog.exe being unable to convert the counter log. Windows 8.1 64-bit should have had no problem with the conversion, so this might suggest that the counter log that you pointed PAL tool might be corrupted. A common reason for corruption is copying/moving the counter log file while it is still being written to by the Performance Monitor data collector.
Try opening the counter log that you pointed PAL tool in Performance Monitor (Perfmon) and see if you can see the counters in the counter log. This will help determine if the log is corrupted or not.
